Law
Martyn’s Law is new UK legislation designed to improve protective security at publicly accessible premises and events. It places legal responsibilities on organisations to assess terrorism risk and implement proportionate safety measures. The aim is simple: to better protect the public from harm.
What is Martyn’s Law?

Martyn’s Law, also known as the Terrorism (Protection of Premises) Act 2025, was introduced to improve public safety and protective security across the UK.
The legislation places a legal duty on organisations responsible for publicly accessible premises and events to assess and manage the risk of terrorism and to implement proportionate safety measures.

The law has been introduced following a number of high-profile terrorist attacks and is designed to ensure that venues, organisations, and events are better prepared for potential threats and emergencies.

Who Does Martyn’s Law Apply To
​
The Act applies to publicly accessible premises and events where members of the public are present. This includes, but is not limited to:

Education settings

Healthcare environments

Leisure and entertainment venues

Retail and hospitality

Community and faith settings

Event venues and organisers

The legislation operates under a tiered system based on capacity:
​
Standard Tier
​
Premises or events where 200–799 people may be present at the same time.
​
Enhanced Tier
​
Premises or events where 800+ people may be present at the same time.
Education settings, even where capacity exceeds 800, are generally treated as Standard Tier due to their controlled environments.
​
Smaller premises with fewer than 200 people are currently outside the formal scope of the Act, but are strongly encouraged to adopt proportionate security measures as best practice.

Your Legal Responsibilities Under Martyn’s Law
​
Organisations within scope will be required to demonstrate that they have taken “reasonably practicable” steps to protect public safety. Depending on your tier, this may include:

Appointment of a Responsible Person with accountability for compliance

Registration and notification with the regulator (Security Industry Authority – SIA)

Completion of terrorism risk assessments

Implementation of public protection procedures, including:​

Lockdown / Evacuation / invacuation

Emergency response planning

For Enhanced Tier sites: documented security measures to reduce vulnerability to attack and mitigate harm, submitted to the regulator

Ongoing review, staff training and procedural testing

What is deemed “reasonably practicable” will vary depending on your organisation’s size, layout, activity, footfall, and risk profile.
When Does Martyn’s Law Take Effect?
​
The Act received Royal Assent in April 2025. A formal implementation period is underway, with full enforcement expected by 2027. This transitional phase allows organisations time to assess their risk and introduce compliant security measures.

However, organisations are strongly advised to start preparing now to avoid future non-compliance, enforcement action, or reputational risk.
